Despite its high educational attainment, Cuba presents many difficulties for credential evaluators, especially those based in the US. Political, bureaucratic, and cultural barriers have long prevented direct authentication of Cuban documents by international entities, which has given rise to a burgeoning market in forged academic documents at all levels of education. This session will take a practical focus on the subject by reviewing Cuban documents for fraud detection, discussing current options and prospects for document authentication in Cuba, and proposing guidelines on how to structure and implement effective institutional policies on handling and accepting Cuban documents.
